ZIVVER ensures that confidential information is securely sent, and only the sender and recipient can read the message, including hackers. Since January 1, 2016, the Dutch Data Breach Notification Act has been in effect, and stricter European legislation has applied since May 2018.

Specification

PDF documents must be saved in an accessible format, a format that can be read by software.

Cause

The guideline imposes very high requirements on PDF files. Specific knowledge and/or tools are needed to create PDFs that meet these requirements. However, many PDF documents are externally supplied, making it difficult to always comply with this guideline.

Consequence

The municipality of Ouder-Amstel believes it has adequately addressed the deviation from the norm.

Alternatives

As a solution to the problem, the municipality of Ouder-Amstel chooses to apply a set of minimum requirements for PDFs:

  • The format is PDF/A-1a or PDF/UA-1.
  • The text must be selectable and copyable.
  • The PDF does not contain scanned documents.
  • The PDF does not contain personal data.
  • Except for externally supplied documents.
Measures

To limit the number of less accessible documents, the municipality of Ouder-Amstel imposes requirements on new PDFs. PDFs must meet at least the criteria under 'Alternatives.'
